Purpose To formally recognize commercial truck operators, including drivers using third-party equipment and owner-operators, as self-employed small business owners due to the unique nature of their work. This recognition acknowledges their extended working hours, high travel-related expenses, and business-related financial commitments, ensuring they are compensated appropriately and can operate through their registered corporations.

ScopeThis policy applies to all commercial truck operators engaged in cross-border, inter-provincial, and local freight transportation, including: Truck drivers operating third-party commercial vehicles, Owner-operators managing and operating their own trucks, Drivers under lease agreements with trucking companies.
  3. Definitions
      Commercial Truck Operators: Individuals who operate heavy vehicles for commercial transport of goods across borders, between provinces, or locally.
    1. Self-Employed / Small Business Owners: Operators who work 70+ hours per week, incur personal expenses for lodging and meals while away from home, and manage their operations like a small business.
    2. Corporate Payment Structure: Allowing truck operators to be compensated directly through their incorporated business entities for tax and financial benefits.
